11/03/25: The Trump administration announces they will partially fund SNAP through November after district court orders these benefits paid. On November 5, AG-Plaintiffs file Response to Court Order that the government's remedy is insufficient and will consider all options going forward. On November 6, Defendants state they will actually pay 65% of benefits in November. The court rejected this proposal and ordered the federal government to pay full benefits. The government immediately filed an appeal of that order.
11/07/25: SCOTUS issues an Administrative Stay of the lower court decision, orders the First Circuit to review the case and issue an order within 48 hours. In response, the federal government issued a notice to all states that they "immediately undo any steps taken to issue full SNAP benefits for November 2025." The First Circuit upholds the District Court order of full SNAP benefits for November.
11/10/25: The District Court schedules a hearing (order pending). Meanwhile, the US Senate announces a deal to re-open the government until at least January 31, 2026.
11/11/25: SCOTUS extends Stay Order on SNAP end of day Thursday 11/13
11/13: Case is moot with the government reopening

The Attorneys General of Maryland, Washington, Illinois, Michigan, Minnesota, Arizona, Colorado, Connecticut, and New York move to intervene in this proceeding pursuant to Section 313l of the Federal Power Act, 16 U.S.C. § 825l, and request that the Department of Energy grant rehearing of its July 7, 2025 report titled "Resource Adequacy Report: Evaluating the Reliability and Security of the United States Electric Grid." The report claims the U.S. will face a significantly increased risk of power outages by 2030 if scheduled coal and natural gas plant retirements are allowed to proceed. It recommends keeping these plants running to maintain grid reliability. The coalition warns that the DOE report could be used as the basis to renew emergency orders under the Federal Power Act that force the continued operation of aging coal-powered plants. The report may also serve as justification for future orders affecting coal plants in the state and across the country.

Multistate Coalition Letter Condemns U.S. Department of Education’s Burdensome Data Collection Proposal Is Thinly-Veiled Pretense to Attack Lawful DEI Efforts

California Attorney General Rob Bonta today led a coalition of 18 attorneys general in opposing the Trump Administration’s proposal to require colleges and universities to submit data linking race to admissions, financial aid, and student performance. The U.S. Department of Education (ED) claims to be seeking data to assist it in enforcing Title VI, which prohibits discrimination based on race. Higher education institutions in California have not used race as a factor in admissions or financial aid since Proposition 209 passed in 1996. In the comment letter, Attorney General Bonta and the coalition argue that the proposed data collection would require these institutions to undertake new, costly, and burdensome data collection efforts on an unreasonable timeframe and is unlikely to yield high quality data or achieve ED’s stated goals. The coalition expresses concern that, instead of addressing purported racial discrimination in postsecondary admissions or ensuring compliance with Title VI, this data may instead be misused to improperly target colleges and universities with lawful diversity, equity, and inclusion initiatives or who have ideological differences with the current administration.

WA AG Nick Brown and 16 other states, as well as the District of Columbia, are requesting the U.S. Food and Drug Administration (FDA) remove burdensome restrictions on mifepristone, one of two drugs used in medication abortions, the most common means of abortion in the U.S.The coalition submitted a filing presenting extensive evidence on the safety of medication abortion in their states as well as the burdens imposed by the FDA’s continued restrictions on mifepristone. In the filing, the states join and supplement a citizen petition filed with the FDA by Massachusetts, California, New Jersey, and New York on June 5. The coalition urges the agency to eliminate unnecessary restrictions on this safe medication that make it much harder for patients to access medication abortions, particularly in rural and medically underserved areas.

A coalition of 17 state attorneys general, the city of Chicago, New York City and the California Air Resources Board filed comments opposing the U.S. Environmental Protection Agency’s (EPA) proposal to repeal the 2024 Mercury and Air Toxics Standards (MATS) Rule and revert to outdated standards that would harm the environment and public health. The MATS Rule implements nationwide standards that limit emissions of toxic air pollutants from coal- and oil-fired power plants, such as mercury and other toxic metals, acid gases such as hydrogen chloride, and formaldehyde. Given significant developments in the technologies used to control pollution, in 2024 the EPA updated standards for emissions of these hazardous air pollutants from power plants. The Trump administration is proposing to repeal those standards and revert to the standards as they existed in 2012.

A coalition of 23 states and cities has submitted a comment letter opposing the U.S. Environmental Protection Agency’s (EPA) proposal to repeal all greenhouse gas (GHG) emission standards for fossil fuel-fired power plants and to eliminate the basis for those standards — the determination that power plant GHG emissions cause harmful climate change. The coalition asserts in its comments that these standards protect against increased emissions and further acceleration of climate change. The proposal, if finalized, could increase carbon dioxide pollution contributing to climate change by eliminating existing requirements for power plants to take steps to control their carbon dioxide emissions.

Since a New York State judge found Donald Trump liable for years of business fraud and illegal dealings in a case led by Attorney General James, Mr. Trump has repeatedly broadcast his desire to arrest and prosecute her. Mr. Trump has now done just that — demanding an indictment of Attorney General James even though the U.S. Attorney for the Eastern District of Virginia Erik Siebert resigned rather than seeking an indictment. None of us, whether our states’ top legal officials or members of the public, should stand idly by while justice is upended and this president uses the criminal legal system to pursue his personal vendettas. The Trump-directed arms of the executive branch have arrested a sitting member of Congress, charged the former director of the Federal Bureau of Investigation, and criminally investigated a governor of the Federal Reserve, among other retaliatory and politically motivated pursuits. These kinds of prosecutorial abuses are the hallmarks of police states and authoritarian regimes — not America’s democracy. In a September 25, 2025, memorandum, President Trump directed the U.S. Department of Justice to investigate and potentially prosecute organizations and entities, including nonprofits and charities, that support or fund causes and activities that the Trump Administration disagrees with, under the guise of fighting “political violence.” This includes, among other things, a threat to investigate “institutional and individual funders, and officers and employees of organizations, that are responsible for, sponsor, or otherwise aid and abet” causes, policies, or ideas that Trump opposes. Perversely, President Trump claims without justification that the organizations he targets in the memo are engaged in activities that are “designed to suppress lawful political activity or obstruct the rule of law,” when in fact the clear intent of his memo is to quell nonprofits’ freedom of speech and freedom of association that the First Amendment protects.

A coalition of 16 attorneys general filed a comment letter opposing the Trump Administration’s proposal to remove certain reporting requirements that help the U.S. Department of Education determine whether local education agencies have significant disparities in representation in special education programming for children with disabilities based on race. Data and research have shown for decades that students are disproportionately identified for special education and related services, and disproportionately placed in segregated, restrictive special education settings, based on race and ethnicity. Following the indictment of New York Attorney General Letitia James, California Attorney General Rob Bonta today demanded that U.S. Attorney General Pam Bondi reassert the long-standing independence of the U.S. Department of Justice and immediately end all politically-motivated criminal prosecutions. In a strongly worded letter, Attorney General Bonta reminded U.S. Attorney General Bondi that prosecutors have a solemn responsibility to wield power in a fair and impartial manner, always driven by the facts and the law. According to public reports, senior career attorneys at the U.S. Department of Justice and the then-acting U.S. Attorney for the Eastern District of Virginia, Erik Siebert, believed the case against Attorney General James was weak and did not merit presentation to a grand jury. Still, President Donald Trump engaged in a public pressure campaign against Attorney General James, culminating in yesterday’s indictment by a federal grand jury in Virginia.

19 attorneys general sent multiple letters to the Consumer Financial Protection Bureau (CFPB), opposing a series of proposals that would dramatically shrink the Bureau’s supervisorial oversight of the markets for auto finance, consumer reporting, debt collection, and international money transfer services. The proposals all outline the CFPB’s intention to regulate only a small handful of companies in each of these markets, leaving consumers who use the vast majority of companies in these markets unprotected. The Trump Administration's proposals would limit the CFPB's oversight to as few as six consumer reporting companies, 11 debt collectors, four international money transfer providers, and five auto finance companies. Shortly after taking office, the Trump Administration launched a campaign of destruction and systemic shuttering of the CFPB, threatening catastrophic harm to hardworking families and consumer financial markets nationwide.

A state attorney general has an undeniableethical duty and professional responsibility to seek justice, even when it involves bringing claimsagainst the powerful.As retribution against AG James for discharging such a responsibility, the Department ofJustice has launched a criminal investigation against AG James helmed by Edward R. Martin Jr.,director of the Department’s absurdly named “Weaponization Working Group.” Upon beingnamed to lead the investigation, Mr. Martin publicly vowed that he would “stick the landing,”suggesting a preordained outcome. Last week, Mr. Martin dashed off a crude letter to AG James’spersonal attorney suggesting AG James should resign from office “as an act of good faith.” A fewdays later, he appeared at the doorstep of AG James’s home in Brooklyn, New York, posing forpress photographs. Mr. Martin’s antics and actions amount more to those of a showman than tothose of a representative of the United States government charged with ensuring that impartiality,integrity, and fairness are the cornerstones of criminal investigation and enforcement.

A mulitstate coalition of AGs led by Washington AG Nick Brown sent a letter to the U.S. Department of Education, telling the Department it should not limit schools’ abilities to support students’ mental health needs and create a bureaucratic mess for districts seeking grant funding.The letter calls attention to the department’s proposed changes to its School-Based Mental Health Services Grant Program and Mental Health Service Professional Demonstration Grant Program. Following mass shootings at schools in Parkland, Fla., and Uvalde, Texas, Congress funded these programs, providing mental health services in high-need schools, through 2026. Among other actions, the changes would further implement the department’s illegal decision to discontinue previously awarded grants. These changes would also unnecessarily limit the services school psychologists can offer; apply vague and unclear conditions to these awards; and impose requirements that may conflict with grantees’ existing obligations under federal law.
